Are you going to be in charge of the weather everywhere, or just in Oakland? If the former, I have some requests for Somerville...the landlord is being very stubborn about the problem of the windows not closing.
I'm actually only in charge of fictional weather on the Great Plains. I am greatly sympathetic to your windows problem, however, since all of ours seem to have shifted with the foundation work and this apartment is now hella drafty.
Yes, turn your story into past tense! Present tense just seems intimate, but it's actually estranging, which is sometimes required but not in this case...

Plus past tense gives it a noir kind of voice which happens to really work for this particular text. Now it's got some voom.
